Maintenance release — 15 commits since v1.1.3, no user-facing fixes.
### Changes
- Remove dead translations-manager JS prototype and orphaned CSS rules
- Adopt cwm-build-tools v0.4 dev-environment commands
- Add 7 locales: fr-FR, it-IT, ja-JP, ko-KR, pt-BR, ru-RU, zh-CN
- Track composer.lock; ignore phpunit + translation caches
- CI: install composer deps before npm build
- Various build/composer plumbing updates
